REQUEST: To prepare a resolution to accept $72,138 from the State of Hawaii Department of Health, Tobacco Settlement Project Office to be used to provide funding for a Balanced Transportation Coordinator position in the County of Hawaii Planning Department for FY 2008-09, the period between July 1, 2008 through June 30, 2009. Also, please prepare a bill for an ordinance to appropriate funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): In partnership with the State Department of Health's Healthy Hawaii initiative, the County of Hawaii is collaborating to increase awareness of the direct relationship between healthy communities and built environments that ensure and promote bicycle, pedestrian and non-motorized modes of transportation. By doing so, the intended outcome is to spur on the creation of such environments in our communities. This position is intended to initiate, coordinate and develop a county-wide program to integrate these alternate modes of transportation with transit and the traditional vehicular transportation infrastructure. Additionally, the position will serve as a liaison to multi-model interest as well as serve as project manager for the planning/pre-construction phases of select roadway projects. Other duties include serving as intra/intergovernmental resource lead for these interests between and within agencies and community outreach and education that promote non-motorized transportation including transit.
