Small businesses play an important <br /> role in the diversity, stability, and employment base of the County's economy. The rezoning would <br /> promote the economic climate to support small businesses. <br /> <br /> 3 PHYSICAL CHARACTERISTICS AND ENVIRONMENTAL SETTING OF THE <br /> PROPERTY AND SURROUNDING AREA <br /> 3.1 Physical Characteristics/Environmental Setting <br /> <br /> Existing Use/Climate/Topography/Lot Shape: The Site is currently vacant; the dwelling previously <br /> on the Site had been demolished years ago. Tile Site is located at an elevation of approximately 40' above <br /> mean sea level. The area receives an average rainfall of 135" annually. The Site is relatively level. The <br /> lot is triangular with a street frontage along Kinoole Street of 201.93'. <br /> <br /> Lava Hazard Zone: The United States Geological Survey classifies the area as Lava Flow Hazard <br /> Zone 3, on a scale of ascending risk of 9 to L' <br /> <br /> Distance front Coastline: The distance to the nearest point of Waiakea Pond is approximately <br /> 3000'. <br /> <br /> ALISH:urban <br /> <br /> SCS Soil Type: The soil is Keaukaha extremely rocky muck, 6 to 20% (rKFD) or Olaa extremely <br /> stony silty clay loam, 0 to 20% (OID).' The Keaukaha soil type consists of well-drained, thin (<V) <br /> organic soils overlying pahoehoe lava bedrock. Runoff is medium, erosion hazard slight, and shrink-swell <br /> potential high (although these soils are usually moist, when dried they have high shrinkage but low swelling <br /> potential). The Olaa soil type consists of well-drained, silty clay loams that formed in volcanic ash. <br /> Permeability is rapid, runoff is slow, erosion hazard slight, and shrink-swell potential high (although these <br /> soils are usually moist, when dried they have high shrinkage but low swelling potential).
