REQUEST: <br />To prepare a resolution to enter into an agreement and to accept a grant of $1,275,000.00 from State Civil <br />Defense to be used for the County of Hawaii Interoperable Channel, Radio over Internet Protocol (RoIP) <br />Interface and Data Communications. and $300,000.00 in State funding for the match requirement to <br />administer the approved investment for Interoperable Channel, RoIP Interface and Data Channel. <br />Also, please prepare a bill for an ordinance to appropriate funds to the program. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' <br />The U.S. Department of Homeland Security, Preparedness Directorate, U.S. Department of Commerce and <br />National Telecommunications and Information Administrations have awarded grant funding for Public Safety <br />Interoperable Communications and to support the grant initiative, the State Legislature has approve the <br />matching 20%. This is a one-time grant program intended to enhance the Interoperable communications with <br />funding to assist the public safety agencies in the planning and coordination associated with acquisition of, <br />deployment of, or training for the use of Interoperable communications equipment, software and systems that <br />utilize reallocated public safety spectrum for radio communicatiosn; <br />The County of Hawaii will receive $1,275,000.00 with $300,000.00 in State funding for the match <br />requirement to administer the investment for Interoperable Channel, Radio over Internet Protocol Interface <br />and Data Channel. This will add one island wide radio channel in each of the 22 repeater sites and enhance <br />police and fire facilities internal communications equipment. Also, the Investment will establish Radio over <br />Internet Protocol at multiple points 20 fire stations, 7 police stations, and the Hawaii County Emergency <br />Operating Center, and will support enhanced data connectivity by establishing 15 T-1 lines from the DS3 <br />microwave links that currently support the Hawaii County Fire and Police Departments. <br />SIGNED: c~,~'~C~ ~ DATE: ~ • I Z~ O`r' <br />Department Head <br />
