This-would create <br />immediate opportunities to video conference the EOC with-field commands, transmit incident video. <br />over the network, and any other creative use of data transfer across the region. <br />Specifically if the. outcomes identified in section IIA above are achieved, the PSIC has been the <br />initial step to address communications interoperability on a whole as well as the region: The <br />-2,000 Hawaii Region's communications infrastructure has a region wide radio and data "plug and play" <br />.ratters capability; Hawaii County has a mutual-aid command channel; and all entry in or out of the <br />-~ communications system will be RoIP, voice and data can be "patched" out of the region via IP. <br />- 't,• <br />IX.B. Impact -Cost-Effective Measures <br />Describe the cost-effective measures that will indicate that this Investment is successful throughout the PSIC period of <br />performance (FY 2007 - FY 2010). Vl LpIAV Ql1U <br />Natural Resources, Federal Fire Firefighters and the Hawaii Volcanoes National Park Firefighting <br />assets capable of talking to each other over a common channel. It may require the use of swap <br />radios in limited instances, but we would be technologically interoperable. Partners statewide <br />would have a clear, identifiable "target" for portability into the radio system; either a pre- <br />configured radio bridge and/or a pre-programmed VHF radio. <br />Because RoIP would be built into PSAP dispatching with 100 of 911 call dispatched over RoIP, the <br />cost basis would be the technology investment divided by the total amount of 911 dispatches in a <br />-1,000 given time period. 100$ of the users would utilize RoIP 100 of the time over 100 of the region. <br />characters A fair assumption would be that the majority of users would develop a fair amount of facility <br />with the system based on frequency of use. Connectivity from remote gateways and IP patching of <br />voice and data would require training and regular practice, but access to the technology would be <br />ubiquitous (caveat: ISSI is the RoIP/VOIP standard, bridging RF to IP must adhere to this) so the <br />main hurdle to facility of use would be one of policy. <br />Because D53 capability would be introduced to 15 of 27 potential."nodes".
