Memorandum of Agreement <br />For <br />Department of Commerce <br />National Telecommunication and Information Administration <br />Program: FY 2007 Public Safety Interoperable Communications <br />SUBGRANTEE: Hawaii County Civil Defense Agency <br />ARTICLE I -PROGRAM DESCRIPTION <br />Funding assistance is provided to Hawaii County to assist public safety agencies in the planning <br />and coordination associated with, acquisition of, deployment of, or training for the use of <br />interoperable communications equipment, software and systems that utilize reallocated public <br />safety spectrum for radio communications; enable interoperability with communications systems <br />that can utilize reallocated public safety spectrum for radio communications; or otherwise <br />improve or advance the interoperability of public safety communications systems that utilize <br />other public safety spectrum bands. <br />The Public Safety Interoperable Communications Grant Program is a one-time, matching grant <br />program intended to enhance interoperable communications with respect to voice, data, and/or <br />video signals. The program provides Hawaii County with the opportunity to achieve meaningful <br />and measurable improvements to the state of public safety communications interoperability. <br />ARTICLE II -AUTHORITIES <br />Both State Civil Defense and Hawaii County Civil Defense shall adhere the following guidance: 28 <br />C.F.R. Parts 67, 69, and 82; Office of Management and Budget (OMB) Circular A-87, Cost <br />Principles for State, Local, and Indian Tribal Governments; Section 3006 of Public Law Number <br />109-171 as amended by Section 2201(a) of Public Law Number 110-53, and Section 4 of Public <br />Law 109-459, and OMB Circulars A-122 and A-21, addressing cost principles for grants to non- <br />profit entities. <br />The Public Safety Interoperable Communicatioris Grant requires a 20 percent statutory match. <br />The match requirement can be met through cash or in-kind sources wnsistent with 15 C.F.R. <br />Parts 24.3, 24.24. <br />ARTICLE III -PERIOD OF PERFORMANCE <br />The Period of Performance shall be thirty-six (36) months from October 1, 2007 through <br />September 30, 2010. No extensions are projected to be allowed for the Public Safety <br />Interoperable Communications Grant. <br />Hawaii County shall not incur costs or obligate funds for any purpose pertaining to the operation <br />of the project, program, or activities beyond the expiration date of the period of performance. <br />EXHIBIT "A" <br />
