ARTICLE IV -AMOUNT AWARDED AND DISTRIBUTION <br />This Memorandum of Agreement for the FY 2007 Public Safety Interoperable Communications <br />supports the objectives below: <br />Expenditures of all grant funds must be allocated to fund the - County of Hawaii <br />Interoperable Channel, Radio over Internet Protocol (RoIP) Interface and Data <br />Communications Investment Justification as approved by the Department of Commerce, and <br />supported by the Statewide Communications Interoperability Plan. <br />The County of Hawaii will add one island wide radio channel in each of the 22 repeater sites and <br />enhance police and fire facilities internal communications equipment. In addition, establish Radio <br />over Internet Protocol at multiple points (2PSAPS), 20 fire stations, 7 police stations, and the <br />Hawaii County Emergency Operating Center. The grant funds will also support enhanced data <br />connectivity by establishing 15 T-1 lines from the DS3 microwave links that currently support <br />connectivity to police and fire stations. <br />Hawaii County Civil Defense, with the County Public Safety Communications representative, is <br />required to complete an initial Detailed Budget Worksheet and an Initial Strategy Implementation <br />Plan identifying the use of the fund. <br />Hawaii County Civil Defense is not permitted to sub grant funds to another county agency. <br />ARTICLE V -COST-SHARE/MATCH <br />Hawaii County will receive $1,275;000.00 Public Safety Interoperable Communications grant <br />funds. These funds require a 20 percent match during the performance period. The State <br />Legislature has approved $300,000.00 in matching funds to support the Hawaii Island Region <br />Interoperable Channel, RoIP Interface and Data Communications for a total investment of <br />$1,575,000.00. <br />ARTICLE VI -MAINTENANCE OF EFFORT/SUPPLANTING OF FUND <br />The purpose of these funds is intended to enhance Interoperable communications with respect to <br />voice, data, and or video signals. The Public Safety Interoperable Communications grant <br />provides Hawaii County with the opportunity to achieve meaningful and measurable <br />improvements to public safety communications interoperability. These funds are provided to <br />support communication and not supplant existing funds. <br />ARTICLE VII -ADMINISTRATIVE COST RESTRICTION <br />1. Hawaii County may fund only the approved Interoperable Channel, RoIP Interface <br />and Data Communications investment. Hawaii County is not authorized to fund <br />anything other than the Public Safety Interoperable Communications costs as <br />approved in the investment. <br />2. Hawaii County shall provide such information as may be requested by the <br />Department of Commerce to ensure compliance with any applicable environmental <br />laws and regulations. <br />3. Construction requires approval of the Department of Commerce in accordance with <br />approved investment justification. <br />
