BOtomo-REZOS-OSO.mjc 7-7-08 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />RAYMOND F. AND JANE S. OTOMO <br />CHANGE OF ZONE APPLICATION (REZ 08-000080) <br />RAYMOND and JANE OTOMO have submitted an application for a Change of Zone <br />from Single-Family Residential - 15,000 square feet (RS-15) to Single-Family Residential - <br />10,000 square feet (RS-10) for approximately 22,366 square feet of land. The property is located <br />on the south side of Puualaea Homestead Road, near the intersection with Spencer Road, in <br />Manowaiopae Homestead, North Hilo, Hawaii, TMK: 3-6-008:002. <br />REQUEST <br />1. Proposed Development: The applicants are requesting a Change of Zone from Single- <br />Family Residential - 15,000 square feet (RS-15) to Single-Family Residential - 10,000 <br />square feet (RS-10} to subdivide the property into two lots. One lot will be <br />approximately 10,701 square feet in size and will retain an existing single-family <br />dwelling. The applicants intend to continue to own this lot. The second lot will consist of <br />approximately 11,665 square feet, which will include a 1,399 square foot, 15-foot wide <br />access easement. The applicants intend to build a new single-family dwelling on the <br />second lot and convey the lot to their son. Upon approval of the change of zone, the <br />applicants will apply for subdivision approval within one year. Construction of the new <br />dwelling will begin within one year from the date of Final Subdivision Approval. <br />(Exhibit I-Change of Zone Application) <br />2. Landowner: Raymond F, and Jane S. County Zoning: RS-15. <br />GP LUPAG Map: Low Density Urban. <br />Laupahoehoe Rural Design Plan: The subject property is located within the area <br />identified for "urban expansion" of this plan which was adopted by ordinance by the <br />County Council in 1979.
