Coastal Zone Management, Chapter 205A, HRS: The entire State of Hawaii lies <br />within the Coastal Zone Management Area. The proposed change of zone is consistent <br />with Chapter 205A, HRS in that it will not negatively impact recreational resources, <br />historic resources, scenic and open space preserves, coastal systems, coastal hazazds, <br />marine resources or other natural and environmental resources. <br />6. Special Management Area (SMA): The SMA is a part of the Coastal Zone <br />Management Program and regulated by the County. The property is located <br />approximately a quarter mile from the rteazest shoreline and is not situated within the <br />Special Management Area. <br />DESCRIPTION OF PROJECT SITE AND'SURROUNDING HREA <br />3. Subject Property: The property is rectangular in shape and 22,366 squaze feet in size. <br />There is a 3-bedroom/1-bath single-family dwelling with attached carport that was built <br />in 1984 on the property. A 10-foot wide future road widening setback is located along the <br />property's frontage with Puualaea Homestead Road. The elevation of the property is <br />about 500 feet above sea level. <br />4. Surrounding Zoning and Land Uses: The azea is predominantly single family <br />residential and agricultural in chazacter. With the exception of TMK: 3-6-008:006, which <br />was rezoned from RS-15 to RS-10 in 1977, all of the adjacent lots mauka of Puualaea <br />Homestead Road are zoned RS-15. Almost all other residential lots makai of Puualaea <br />Homestead Road in the town of Laupahoehoe aze zoned RS-10. The lots mauka of the <br />subject property are zoned agricultural (A-20a and A-1 a). The town's commercial <br />district, which includes a post office, court house, and other services, is located within a <br />half mile of the site. <br />5. U.S.D.A. Soil Type: Ookala silty clay loam, 12 to 20 percent slopes, about 12 inches <br />deep (OoD). The erosion hazard for Ookala soils is moderate, runoff is medium, and <br />permeability is moderately rapid. <br />ALISH: Unclassified. <br />Land Study Bureau's Productivity Rating: Not classified. <br />-2- <br />
