Since <br /> 1981, commercial activities have been developing from Piilani Street and moving southerly. <br /> Your Committee concurs with the Planning Commission and the Planning Director for <br /> recommending a favorable consideration for the change of zone request with the following <br /> reasons: <br /> 1. The zone request would further the County's goals of providing an economic <br /> environment which allows new or existing businesses to expand and diversify <br /> the County's economic base. <br /> 2. The zone request conforms with the goals, policies and standazds of the <br /> General Plan. <br /> 3. The zone request is consistent with General Plan Land Use Pattern Allocation <br /> Guide (LUPAG) Map which designates the area for Medium Density Urban <br /> Development. <br /> 4.
