She then categorized the list of issues into logical topic groupings, <br /> which are found in the attached outline dated September 2, 1998. We then proceeded to <br /> evaluate those topics that could be appropriately conducted by this Office as a special <br /> study. Those issues clearly beyond the purview or expertise of this Office were not <br /> included in the scope of the review.
