Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):

The Traffic Technician II position was created last fiscal year to assist the Traffic
Division with monitoring traffic signals and working on the Intelligent Transportation
System project. After review of the skills and knowledge required for the position and
required necessary training, it was determined that there is a greater need for more
technical skills and abilities in the Electronics field in order to support the Intelligent
Transportation System project and other projects developed by the Research and
Development Section.

2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.

No, current positions do not meet these new qualifications and cannot take on the
additional workload.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):

Without the Electronics Technician position, the Traffic Division will not be able to
support the Intelligent Transportation System project as effectively due to the lack of
expertise in this specific area.
