t.:.__.. <br /> REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: July 1, 1997 Re: C-356 <br /> PLACE: Councilroom <br /> TIME: 9:15 a. m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 102, transmitted by Mayor Stephen <br /> K. Yamashiro via Communication No. 356, dated June 5, 1997, regazding the change of zone <br /> request by KCOM Corporation at Waiakea, South Hilo, Hawaii, TMK: 2-2-32:23, 101, 102, <br /> ] 03 and 104, reports as follows: <br /> Bill No. 102 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the district classification for approximately <br /> 147,736 square feet of land from Limited Industrial (ML-20) to Industrial-Commercial Mixed <br /> (MCX-20) zoned district. <br /> The subject property is located at the southeast corner of Kalanikoa and Kuawa Streets <br /> approximately 130 feet west of Kanoelehua Avenue where the applicant proposes to provide for <br /> areas of diversified businesses and employment opportunities related to airport, harbor and <br /> adjacent commercial activities including shopping, wholesaling, manufacturing, retailing, food <br /> service and construction. <br /> The landowner of the subject property is 3900 Corporation who has authorized KCOM <br /> Corporation to apply for the subject application. The subject property is comprised of five lots <br /> with Hilo Business and Storage Center located on its southern portion. <br /> Access would be by either Kalanikoa Street or Kuawa Street. Kalanikoa Street fronting the <br /> subject property to the west, is a County road with an approximate 20-foot wide pavement (in <br /> <br /> poor condition) with 6-foot wide gravel shoulders, all within a 60-foot right-of--way. Kuawa <br /> Street, fronting the subject property to the north, is a County road with an approximate 30-foot <br /> wide pavement (in fair to good condition) with a 2-foot concrete curb, gutter and sidewalk (6- <br /> foot wide with a 3'-6" wide planting area) on the northern side and 12-foot gravel shoulder on the <br /> southern side, all within a 60-foot right-of--way. <br /> Water is available from existing 8-inch waterlines along Kalanikoa and Kuawa Streets fronting <br /> <br /> the subject property. The applicant intends to connect to the main sewer line beneath Kalanikoa <br /> Street. <br /> Due to the previous use of the subject property and the commercial/industrial development of the <br /> surrounding area, it is not anticipated that endangered or threatened candidate species of flora or <br /> <br /> fauna aze located within the subject property, nor has any significant botanical or biological <br /> habitat been identified. It is also not anticipated that the proposed development will have any <br /> adverse impact on cultural or historical resources. <br /> PC REPORT NO. 67 <br /> <br />
