"the property has a water commitment of 30-units of water. <br /> The wastewater from the project will be disposed of by the prevailing requirements of the <br /> Department of Health's rules and regulations to be installed by the respective homeowners. <br /> The Flood Insurance Rate Maps (FIRM) indicate that the subject property is located in Zone "X" <br /> area outside the 500-year flood plain. There are no significant drainage ways anticipated. <br /> The subject property is within the SMA boundary. The applicant will file an SMA application <br /> prior to commencement of any development within the area. <br /> An azchaeological inventory survey, including subsurface testing was conducted by <br /> Archaeological Consultants of the Pacific, [nc. A 100 percent surface survey of the project azea <br /> was under taken where a total of I 1 sites where identified composing of 15 features. In addition, <br /> seven previously recorded sites were identified. Six were walls constructed of stacked boulders <br /> and cobbles (including the Great Wall of Kuakini), while one site was an agricultural complex <br /> composed of 15 features. No habitation structure remains, burial sites, lava tubes or religious <br /> monuments and features were located on the subject property. <br /> The subject property is adjacent to Keauhou View Estates Subdivision and to the east is the <br /> White Sands Estates Subdivision both zoned RS-7.5. Lands to the north are also zoned RS-7.5. <br /> The subject property has no severe geological or topographical problems which cannot be <br /> <br /> properly rectified or which would render the land unusable. <br /> The Planning Commission concurs with the following Plamling Director's reasons for <br /> <br /> recommending a favorable consideration for the change of zone request: <br /> 1. The zone request is conforms to the goals, policies and standards of the General <br /> Plan. <br /> 2. The zone request conforms to the General Plan's Land Use Pattern Allocation <br /> Guide (LUPAG) Map which designates the area for Urban Expansion Area. <br /> 3. The zone request is consistent with the Kona Regional Plan which recommends <br /> the azea for residential four units per acre. <br /> 4.
