Western Interstate Region (WIR) Report <br />Vice President Jacobson indicated that Hawaii County will act to_provide_a . <br />replacement for him on the WIR board. Kauai staff Ayonon suggested <br />that the county councils select replacements for the NACo/WIR boards <br />prior to the next HSAC meeting. <br />President Rapozo stated that consideration should be given to designating, <br />the City and County of Honolulu instead of Hawaii County for the WIR <br />board position. President Rapozo stated that in the event that HSAC <br />loses the Presidential appointee position, Honolulu would have no <br />positions on NACo or WIR boards. <br />IV. UNFINISHED BUSINESS <br />A. 2009 HSAC Legislative Package <br />President Rapozo reported that the HSAC package proposals relating to <br />product branding and labeling, renewable energy portfolio standards, and <br />public, educational, and governmental (PEG) access organizations failed <br />to be adopted by all the county councils. <br />Vice President Jacobson expressed his disappointment that the other <br />counties did not support the product branding and labeling legislative <br />proposal. Vice President Jacobson stated it is likely that the Hawaii <br />Council will continue to pursue such legislation vigorously in order to <br />protect local agricultural industries. Secretary Pontanilla stated that the <br />Maui Council had concerns regarding the legislation and did not receive <br />information from the chambers of commerce or the farm bureau. <br />Secretary Garcia indicated that the Honolulu Council's Intergovernmental <br />Affairs Committee deferred the product branding and labeling and <br />renewable energy portfolio standard proposals because the Maui Council <br />had failed to advance the measures. Secretary Garcia stated that the <br />Honolulu Council will continue to seek a resolution of the PEG access <br />issue. <br />B. Communication dated October 8, 2008, from Governor Linda Lingle <br />regarding receipt of HSAC resolution in support of the National <br />Association of Counties Initiative Against Child Sexual Exploitation. <br />The communication was received. <br />C. Communication dated November 12, 2008, from Roy T. Hiraga, County <br />Clerk, County of Maui, transmitting a copy of Committee Report No. <br />08-142, which was adopted by the Council of the County of Maui at its <br />
