<br />meeting held on November 7, 2008, approving for inclusion in the 2009 <br />HSAC Legislative Package: <br />A proposed State bill entitled "A BILL FOR AN ACT RELATING TO <br />HOUSING"; <br />2. A proposed State bill entitled "A BILL FOR AN ACT RELATING TO <br />PROCUREMENT"; <br />3. A proposed State bill entitled "A BILL FOR AN ACT RELATING TO <br />CRIMINAL HISTORY RECORD CHECKS BY COUNTIES"; and <br />4. A proposed State bill entitled "A BILL FOR AN ACT RELATING TO <br />TRAFFIC INFRACTIONS." <br />The communication was received. <br />The 2009 HSAC legislative package consisting of the four items listed <br />above was approved. <br />Secretary Garcia indicated that his office will work with the Kauai council <br />office to process the legislative package. <br />Secretary Garcia requested clarification regarding lobbying efforts for the <br />HSAC legislative package. President Rapozo indicated that HSAC has <br />made a practice of sponsoring aget-together with key members of the <br />legislature to present the package. President Rapozo further indicated <br />that all members must take personal responsibility with respect to lobbying <br />for the measures. <br />Secretary Garcia suggested that HSAC or the council chairs consider <br />taking a role in the legislative budget presentations. Vice President <br />Jacobson indicated that the Hawaii Council's past practice has been to <br />endorse the mayor's legislative package and also to sponsor its own <br />package. Secretary Garcia indicated that he would consider suggesting <br />that the Honolulu Council have a legislative package of its own. Treasurer <br />Pontanilla indicated that the Maui Council has its own legislative package <br />and lobbyist. President Rapozo discussed the Kauai Council's experience <br />with respect to its legislative package and the hiring of a lobbyist. <br />President Rapozo stated that HSAC needs to have a lobbyist and that <br />funds should be raised and budgeted for that purpose. <br />Secretary Garcia requested clarification regarding the Executive <br />Committee's ability to adopt a position on a legislative item in mid-session. <br />President Rapozo replied that the Executive Committee is authorized to <br />4 <br />
