<br />-------- <br /> <br />e <br /> <br />I <br /> <br />J <br />I <br />I <br />I <br />I <br />, <br />i <br />i <br />! <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />33 9-1- <br /> <br />RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER AT <br />KAAPOKO HOMESTEAD ROAD, LOCATED AT PAPA I KOU, DISTRICT Of SOUTH <br />HILO, COUNTY AND STATE OF HAWAII. <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII. <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the <br /> <br />community as a whole. By elimination of existing cesspools, the <br />amount of pollutants reaching the groundwater and the coastal <br /> <br />waters is reduced, resulting in a cleaner, healthier environment; <br /> <br />and <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the <br /> <br />Department of Public Works by increasing the revenue base and <br /> <br />allowing more cost-efficient operation of our existing facilities <br />by reducing the unit cost of treatment; and <br /> <br />WHEREAS, the Papaikou Wastewater Treatment Plant (PWTP) was <br />designed with a capacity of 0.35 mgd. It is currently operating <br />at approximately 0.08 mgd, or 23% of its design capacity. While <br />this percentage will increase with the completion of the Papaikou <br />Sewer System cu~rently under construction and the Paukaa Collector <br /> <br />Sewer planned for construction later this year, there will still <br /> <br />be considerable excess capacity; and <br /> <br />I <br /> <br />, <br />_J <br /> <br />WHEREAS, the Kaapoko Homestead Road area was included as part <br />of the design area for the Environmental Impact Statement and <br />Engineering Report prepared for the PWTP in 1973 by Chung Dho <br /> <br />Ahn & Associates, Inc.; and <br />
