sound attenuation barrier described in measure 1 above is <br />built, a survey should be conducted to determine the extent <br />of additional sound attenuation required. If the barrier is <br />not constructed, all remaining homes within the 1996 DNL 60 <br />contour, as well as the elementary school and three churches <br />located in the Keaukaha Tract I, should be provided with <br />sound attenuation. Following completion of the sound <br />attenuation treatment within the 1996 DNL 65 contour, the <br />remaining noise sensitive structures in Waiakea, along Hilo <br />Bay, and those west of Leleiwi Park, which are between the <br />DNL 60 and 65 contours, should be treated. Sound <br />attenuation treatment of commercial structures west and <br />northwest of the Airport should also be provided during this <br />phase. <br />APPROVED IN PART. Sound attenuation for noise sensitive <br />public buildings including the Waiakea Health Center and, if <br />the proposed sound barrier is not built, for the elementary <br />school and churches located within the DNL 60 dB,contour <br />within the Keaukaka Tract I, is approved. <br />Sound attenuation for residences is disapproved pending the <br />submission of sufficient information to determine that sound <br />attenuation will reasonably contribute to the compatibility <br />of residential uses in view of Hawaii's climate, residential <br />construction, and lifestyle. Sufficient questions are <br />raised in the NCP regarding technical and financial <br />feasibility, as well as community acceptance, to cause the <br />FAA to question whether this measure is a viable residential <br />land use compatibility technique under these special <br />circumstances. It is noted that the NCP did not recommend <br />the addition of minimum sound attenuation performance <br />standards for structures under the Hawaii County Building <br />Code because of cost considerations. <br />The FAA strongly encourages the State of Hawaii to take all <br />practical steps to discourage the construction of additional <br />residences within the airport's noise contours, particularly <br />since sound attenuation may well prove not to be a viable <br />alternative. <br />The sound attenuation of commercial structures that are not <br />normally classified as noise sensitive is disapproved <br />pending the submission of information sufficient to <br />determine that commercial structures contain noise sensitive <br />4 <br />
