Special Permit No. 572: Issued on January 31, 1985 to Puna Sugar Company to allow <br />the establishment of processing facilities for dehydration of papaya and other produce on <br />the subject properties. The project was never fully developed and the permit was revoked <br />upon issuance of Special Permit No. 707. <br />6. Special Permit No. 707: Issued on June 6, 1989 to Amfac Tropical Products to allow <br />the establishment of a fruit packing and processing plant and related improvements on the <br />subject properties. Use of the property for this purpose ceased in the late 1990's or early <br />2000's. <br />STATE AND COUNTY PLANS <br />7. State Land Use Designation: Agricultural <br />8. GP LUPAG Map: Industrial, which includes uses such as manufacturing and <br />processing, wholesaling, large storage and transportation facilities, light industrial and <br />industrial -commercial uses. <br />9. General Plan: The applicant has enrolled in the Hawaii Enterprise Zone (EZ) Program, <br />which is a partnership between State and County governments and the private sector to <br />stimulate, via tax and other incentives, certain types of business activity, job preservation, <br />and job creation in areas most appropriate or needed. <br />10. Puna Community Development Plan, adopted September 10, 2008: The plan <br />identifies Keaau as a regional town center consisting of areas for community uses and <br />regional uses (north of Highway 11). It also identifies various opportunities for <br />agricultural and economic development in Puna and actions to achieve these <br />opportunities. One of the actions is to promote the use of the incentives offered by the <br />designation of an Enterprise Zone within Puna to attract businesses to establish in the <br />area and employ Puna residents. <br />12. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management Area. <br />13. Special Management Area (SMA): The Special Management Area is a part of the <br />Coastal Zone Management Program and regulated by the County.
