Management Area. <br />DESCRIPTION OF PROPERTIES AND SURROUNDING AREA <br />14. Subject Property: The subject property consists of two contiguous parcels, one is .644 <br />acres and the other is 9.729 acres is size. The properties are located in the southeast <br />corner of the Milo Street Extension and a 40 to 60 -foot wide partially paved easement <br />(Railroad Avenue). Seven of the eight abandoned warehouses were constructed without <br />building permits in the mid -1900's and were used by the former Puna Sugar Company as <br />storage, repair and maintenance areas for the trucks and equipment used in sugar <br />operations. In the 1990's an additional warehouse was constructed and all eight <br />warehouses were used for a fruit packing and processing plant. The properties are <br />situated at about 300 feet above sea level and are fairly level with less than a 5% slope. <br />15. Surrounding Zoning/Land Uses: Immediate surrounding properties are in the State <br />Land Use Agricultural district, zoned A -20a and A -5a, and consist of a fruit irradiating <br />facility to the north, a private school (Liberty Christian School) to the west across <br />Railroad Avenue, and vacant lands to the east and south. Further west, south of Milo <br />Street are a floral packing plant and retail nursery store. On the north side of Milo Street <br />near the Keaau-Pahoa Bypass Road are two large properties that were rezoned from A - <br />20a to MCX-20 and ML -20 in 1998 and 2004. The State Land Use designation was <br />concurrently changed for these two properties from Agricultural to Urban. The property <br />closest to the Keaau-Bypass Road is known as the Ulu Pono Town Center and includes <br />an existing credit union and planned drug store. <br />16. ALISH: Prime Important Agricultural Land and Unclassified <br />17. Land Study Bureau's Detailed Land Classification System: "C" or "Fair" and <br />Unclassified <br />18. U.S. Soil Survey: The soils on the site are classified as Ola'a Silty Clay Loam (OaC), <br />which consists of moderately deep , moderately fine soil that has rapid permeability, slow <br />runoff, and a light erosion hazard. This type of soil was formerly used for cultivating <br />sugarcane. <br />19. FEMA: Zone "X", areas determined to be outside the 500 -year flood plain. <br />20. Flora/Fauna Resources: No formal flora/fauna study was conducted of the site. As the <br />property was recently graded and grubbed and formerly contained industrial uses, it is <br />-3- <br />
