NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HA WAIl that it dispenses with the enforcement of Chapter 24, Section 24-216, of the Hawaii County Code 1983, for a three-month moratorium period beginning at 8:00 a.m. on March 1, 1998, and ending at 4:00 p.m. on May 31, 1998 for all the metered parking stalls in the Hiloarea[, more specifically identified in Exhibit A]. BE IT FURTHER RESOLVED that this moratorium is conditioned upon D. I. A.'s submittal ofa downtown HHo business activity assessment and comparison between the periods of March 1, 1997 through May 31, 1997, and March I, 1998 through May 31, 1998. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, Ms. Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Wayne Carvalho, Chief of Police of the County of Hawaii, and Mr. Randy Rohner, Chairman of the Downtown Improvement Association Parking Committee.
