Coastal Hazards: The property is located approximately one mile from the shoreline, is <br /> <br /> not an oceanfront parcel, and will not affect, or be affected by shoreline processes. <br /> 22. Air/ Noise Quality: The proposed development should not generate any direct air or <br /> <br /> noise quality impacts. Fugitive dust during construction can be mitigated by compliance <br /> with the regulations of the Department of Health. There will be a temporary increase in <br /> <br /> noise during construction, however long term noise impacts are not anticipated as the <br /> <br /> surrounding area is industrial. <br /> 23. Scenic Resources: Views towards the ocean will not be diminished because the project <br /> <br /> will not exceed the maximum height limit of 45 feet and lands mauka of the property are <br /> at a higher elevation. Additionally, as views towards the mountains in this area are of the <br /> <br /> existing Kaloko Business Park, the proposed change of zone will not significantly affect <br /> scenic resources. <br /> <br /> 24. Flora/Fauna: As the project site is located in an urban area and disturbed, no <br /> professional surveys were conducted of the site. The applicant believes that no rare, <br /> <br /> threatened or endangered species occur on the site. <br /> 25. Archaeological/Historical Resources: A professional survey was not conducted for the <br /> <br /> subject property, as the site has been disturbed. In a letter dated November 3, 2008, the <br /> State Department of Land and Natural Resources Historic Preservation Division (SHPD) <br /> <br /> has stated that "no historic properties will be affected by this undertaking because <br /> development/urbanization and previous grubbing/grading has altered the land, and SHPD <br /> <br /> previously reviewed this project area and no mitigation was needed at that time." <br /> 26. Cultural or Native Gathering Rights: As the property is partially developed, there is <br /> <br /> no evidence of any traditional and customary Native Hawaiian rights being practiced on <br /> the site, nor existence of any valued cultural, historical or native resources in the area. <br /> <br /> 27. Traffic: The applicant states that "traffic impact should be minimal; road improvements <br /> are currently under construction on Hina Lani, Kamanu and Olowalu Streets in order to <br /> <br /> improve the flow of traffic in and out of the Kaloko Industrial area." <br /> 28. Public Access: There is no record of a public access to the mountains or shoreline areas <br /> <br /> <br /> -4- <br />
