LaCLAIR <br />DEPUTY DIRECTOR <br />ELAINE YOUNG <br />ADMINISTRATOR <br />The American Recovery and Reinvestment Act was signed by the President on <br />February 17, 2009. The Act included a $120 million appropriation nationwide for the Senior <br />Community Service Employment Program. Although grantees were made aware that the ARRA <br />will include an allocation for SCSEP, the initial set of guidance providing grantees with <br />allocation information and planning instructions was issued via email on March 4, 2009. In the <br />guidance, USDOL indicated their intent to issue a new grant to each SCSEP grantee for the <br />funds appropriated under the ARRA. The grantee's portion of the allocation will be based on the <br />same proportion that PY 08 SCSEP funds have been allocated. The SCSEP-ARRA funds are to <br />be used to support additional training and employment opportunities for unemployed low- <br />income seniors and are meant to supplement, not supplant, on-going SCSEP operations. ARRA <br />funds will be available from the date of obligation through June 30, 2010. <br />In compliance with the initial guidance received, the State has submitted our Application for <br />Federal Assistance and a preliminary budget on March 10, 2009. The USDOL will be issuing <br />further guidance by March 18, 2009 providing grantees additional information regarding <br />program implementation. Based on this new guidance, the State will be required to prepare a <br />revised Statement of Woik which will be incorporated into a grant modification by <br />June 30, 2009. <br />EXHiBiT "A" <br />
