Requesting a resolution to authorize the Mayor to enter into an agreement with the State Department of <br /> Labor and Industrial Relations (DLIR) to receive federal grant funds from the American Recovery and <br /> Reinvestment Act of 2009 (ARRA) (Public Law 111-05) for the Senior Communtiy Service Employment <br /> Program (SCSEP) in Hawaii County dba the Senior Training and Employment Program (STEP). <br /> 2. Requesting a bill for an ordinance: <br /> Appropriation: $76,844.00 for Senior Trianing and Employment Program <br /> Revenue: $76,844.00 <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) <br /> <br /> The Hawaii County Office of Aging is awarded grant funds every year from the DLIR for SCSEP, which is <br /> then contracted out to STEP. Accountability and transparency are key components of the ARRA and <br /> therefore the funds must be tracked separately from regular SCSEP grant funds.
