It will also allow for flexibility over time in the location of specific uses <br />and mixes of structural alternatives. The planning approach would establish a <br />continuity in land uses and designs while providing for a comprehensive network of <br />infrastructural facilities and systems. A variety of uses as well as open space, parks, <br />and other project uses are intended to be in accord with each individual project district <br />objective. A Project District is an amendment to the Chapter 25, Zoning Code, which <br />changes the district boundaries in accordance with the individual Project District. <br />A Project District may be established whenever the public necessity and <br />convenience and the general welfare require that a comprehensive planning approach <br />for an area should be adopted in order to establish a continuity in land uses and designs <br />while providing a comprehensive network of infrastructural facilities and systems. In <br />addition, a Project District may only be established if the proposed district: (1) Is <br />consistent with the intent and purpose of the Zoning Code and the County General <br />Plan; and (2) Will not result in a substantial adverse impact upon the surrounding <br />area, community or region. <br />The Change of Zone Application from Open (0) to Project District (PD) zoned <br />district is consistent with the intent and purpose of the following goals, policies and <br />standards of the General Plan Land Use, Economic, Resort, and Housing Elements. <br />The proposed development conforms to the following applicable goals, policies, <br />standards and courses of action of the General Plan Land Use Element: <br />o Maintain and, if feasible, improve the existing environmental quality of the <br />island. <br />o Protect and conserve the natural resources of the County of Hawaii from undue <br />exploitation, encroachment and damage. <br />o Protect and promote the prudent use of Hawaii's unique, fragile, and significant <br />environmental and natural resources. <br />o Ensure that alterations to existing land forms and vegetation, expect crops, and <br />construction of structures cause minimum adverse effect to water resources, and <br />scenic and recreational amenities and minimum danger of floods, landslides, <br />erosion, siltation, or failure in the event of earthquake. <br />
