Honorable James Y. Arakaki, Chairman <br />and Members of the County Council <br />Page 4 <br />The General Plan lists Kaupulehu as a Intermediate Resort Area. According to <br />the General Plan, the standards for Intermediate Resort Area are as follows: <br />"An intermediate resort area is a self-contained resort destination area which provides <br />basic and support facilities for the needs of the entire development on a smaller scale <br />than a major resort area. Such facilities shall include sewer, water, roads, employee <br />housing and recreational facilities, etc. <br />Maximum hotel and condominium -hotel units: 1,500 rooms. <br />Resort acreage: 45 acres minimum. <br />Active and passive recreation area: 25 acres minimum. <br />Either participate in an off-site housing program or a maximum of 320 acres for <br />residential use when other zoned lands are not available in close proximity for <br />support use. <br />The required employee housing ratio and method of provision shall be <br />determined by an analysis of housing needs of each district or relative area and <br />with the adoption of the resort zoning; provided that the ratio shall not exceed <br />one employee unit for every two hotel units built." <br />The applicant's overall objective is to develop a high quality resort residential <br />community while protecting the important cultural and environmental resources of the <br />area. The applicant has recognized the benefits of planning and designing a project in a <br />manner that is sensitive to the natural features and unique historical heritage of the <br />land. Based upon preliminary studies, the applicant believes that these objectives can <br />be obtained in an economically viable manner. <br />The proposed request would also complement the following Housing Element <br />goals and policies by creating a mix of residential housing opportunities, maintaining a <br />housing supply that allows a variety of choice and by providing housing units geared <br />toward the middle income bracket. <br />Attain safe, sanitary and livable housing for the residents of the County of <br />Hawaii. <br />
