Memorandum of Agreement <br />For <br />FY 2008 8e FY 2009 Department of Homeland Security Grant Program <br />Program: Emergency Management Performance Grant <br />Award Number: 2008-EM-E8-0039/2009-EP-E9-0032 <br />SUBGRANTEE: Hawaii Civil Defense Agency <br />I. PROGRAM DESCRIPTION <br />The FY 2008 & FY 2009 Emergency Management Performance Grant in the amount of $111,224.00 for <br />each year is provided to the County of Hawaii. These grant funds are provided to the Hawaii Civil <br />Defense Agency to support a comprehensive emergency management able to respond to natural and <br />manmade hazards, homeland security-related incidents, and other emergencies that may threaten the <br />property, safety and well-being of the citizens and communities. <br />II. AUTHORITIES <br />The Emergency Management Performance Grant is supported under the Department of Homeland <br />Security Consolidated Appropriations Act of 2008 (P.L. 110-161) and Act of 2009 (P. L. 110-329) <br />Both State Civil Defense and Hawaii Gvil Defense Agency shall follow the guidance listed in the Catalog of <br />Fede21 Domestic Assistance (CFDA), The CDFA Number of the FY 2008 & FY 2009 Emergency <br />Management Performance Grant is 97.042. <br />III. PERIOD OF PERFORMANCE <br />The Period of Performance shall be for a twelve (12) month period effective January 1, 2008 through <br />December 31, 2008 for FY 2008 Emergency Management Performance Grant and January 1, 2009 <br />through December 31, 2009 for FY 2009 Emergency Management Performance Grant. <br />The Hawaii Civil Defense Agency shall not incur costs or obligate funds for any purpose pertaining to the <br />operation of the project, program, or activities beyond the expiration date of the period of performance. <br />IV. AMOUNT AWARDED AND DISTRIBUTION <br />This Memorandum of Agreement for the FY 2008 & FY 2009 Emergency Management Performance Grant <br />funds supports the Hawaii Civil Defense Agency to structure the emergency management programs <br />based on identified needs and priorities for strengthening capabilities that address all hazards. <br />The Emergency Management Performance Grant program funds shall be used for emergency <br />management programs to accomplish the following initiatives: <br />1. National Preparedness.
