WHEREAS, it is the intent and the purpose of the MOA to set forth the joint and several <br />obligations of the parties hereto with respect to such cooperative relationship. <br />NOW, THEREFORE, in consideration of the covenants herein contained, the OHA and <br />HCPD mutually agree as follows: <br />Purpose of MOA <br />This MOA is for the purpose of identifying and enumerating the duties and <br />responsibilities to be borne by OHA and HCPD for the training and education of <br />HCPD Patrol Officers in the azeas of cultural awareness, crisis intervention, <br />homelessness, and mental illness. The goal of the program is to increase <br />awaeeness, and provide knowledge and skills for police officers when interacting <br />with at-risk individuals, particularly to those who maybe suffering from mental <br />illness. The bicycle patrol area will service the Hilo and Ke' aukaha azea. These <br />azeas have a lazge proportion of Native Hawaiian youths and adults. The training <br />and education of police officer will enable them to respond appropriately to a <br />crisis, assist with access to mental health services, and reduce the number of <br />arrest. HCPD would like more individuals to feel comfortable in accessing help <br />and assistance through the bicycle program. <br />II. Terms <br />This MOA is effective as of May 1, 2009 and ends on April 30, 2010. HCPD shall <br />provide services under II. A of this MOA from the effective date of this MOA and <br />concluding on April 30, 2010. A final report from the HCPD is due on or before May <br />31, 2010. <br />III. Points of Agreement <br />A. HCPD shall provide training of Bicycle Patrol Officers in the azeas of cultural <br />awareness, crisis intervention, homelessness, and mental illness. Other <br />services which will include bicycle safety training, and the purchase of <br />equipment and maintenance, is further described in the Scope of Work as set <br />out in Exhibit A, attached hereto and by this reference made a part hereof. <br />Further, HCPD agrees to gather base line data to measure the reduction of <br />arrests, and the number of times of accessing information and services. HCPD <br />partnered with the University of Hawaii at Hilo to assist in data collection and <br />analysis. The description of services included in the Scope of Work may be <br />expanded or otherwise revised at any time during the term of this Agreement <br />by the authorized representatives of both parties executing an Addendum to <br />this Agreement. <br />B. OHA shall provide technical assistance to HCPD to assist with the reporting, <br />evaluation, and monitoring of the program.
