COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 204 <br />09 <br />A RESOLUTION REQUESTING THE HAWAII COUNTY SALARY COMMISSION <br />TO REVERT THE HAWAII COUNTY COUNCIL PAY SCALE BACK TO THE <br />PREVIOUS COMPENSATION LEVEL PRIOR TO THE 22.14% SALARY INCREASE <br />GRANTED ON APRIL 23, 2008, WHICH TOOK EFFECT ON JULY 1, 2008. <br />WHEREAS, the Hawaii County Salary Commission submitted a pay package for the <br />individual Hawaii County Council Members that resulted in a 22.14% pay increase; and <br />WHEREAS, a letter dated April 23, 2008, from Mike R. Ben, Director of Human <br />Recourses, stated the pay increase would take effect on July 1, 2008; and <br />WHEREAS, Hawaii County is facing extremely difficult economic times, as we <br />recently passed the 2009-2010 Operating Budget, which included a nearly $50 million shortfall; <br />and <br />WHEREAS, Mayor William P. Kenoi has stated that ail indications are that next year's <br />Operating Budget will be even more severe and fiscally challenging then this past budget <br />session; and <br />R'HEREAS, a 22.14% increase in Councilmembers compensation flies in the face of <br />reason and common sense during these very difficult economic times; and <br />WHEREAS, the Hawaii County Council recently passed Ordinance No. 09-72, which <br />adopted a status quo compensation package for non-bargaining County employees with no pay <br />increases whatsoever; and <br />WHEREAS, it is imperative that the Hawaii County Council show prudence and <br />leadership when it comes to financial accountability; and <br />WHEREAS, by law, only the Hawaii County Salary Commisiion can either increase or <br />decrease compensation for elected officials; and <br />WHEREAS, the Hawaii County Council would be in ro position to request that there be <br />no pay increases for County of Hawaii union bargaining units in the upcoming negotiations <br />without first leading by example; and <br />WHEREAS, the Hawaii County Council believes that the people of this County would <br />agree that this sacrifice is needed to instill confidence in our fiscal prudence; now, therefore, <br />
