REQUEST: <br />The Office of Housing and Community Development (OHCD) requests Council approval fora re- <br />appropriation of County funds for the West Hawaii Emergency Shelter, as originally appropriated by Ord. 07- <br />43. The original appropriation lapsed on June 30, 2009. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The County secured $500,000 in State Capital Improvement Project (CIP) funds for the West Hawaii <br />Emergency Shelter, pursuant to Act 178, SLH 2005, as amended by Act 160, SLH 2006. In order to <br />encumber these CIP funds, the State Department of Budget and Finance required a County fund match of <br />$500,000, which was appropriated from the County General Fund Fund Balance to CIP project account <br />110.499.5496.14 (West Hawaii Emergency Shelter -County Match). <br />Since the appropriation of County funds, the County has procured and encumbered planning, design and <br />construction work -subsequently encumbering all of the State CIP funds, along with some federal funds <br />received for the project.
