However, they were not sure <br />whether they could negotiate the sale as the County Code has <br />language stating that the sale should be based on the highest <br />bidder. Corporation Counsel will recommend negotiated sale <br />because of the uniqueness of the property. <br /> <br />6.0 Procedures: <br /> <br />6.1 Corporation Counsel will prepare a resolution to the <br />Council, recommending sale of the property, under Section <br />2-114 of the County Code. They will include a map of the <br />property and justification for recommending the sale. <br /> <br />Public Works will select appraisers and Buyer shall pay <br />for the appraisal. They will also prepare the necessary <br />maps and lot descriptions. <br /> <br />6.2 After the Council gives approval for the sale, the <br />Finance Director will publish notice of the pending sale <br />for three consecutive weeks, as required by the County <br />Code. The notice is intended to give the public an <br />opportunity to submit comments. <br /> <br />6.3 Assuming the sale can be negotiated, the Buyer would be <br />negotiating with the Finance Director. <br /> <br />6.4 When the sale is finalized, the deed to the property will <br />be turned over to the Buyer. <br /> <br />7.0 Once the sale is finalized, the Buyer will need to consolidate <br />the property so it will be under the same zoning as the rest <br />of his property. <br /> <br />8.0 The anticipated timetable will be as follows: <br /> <br />8.1 Corporation Counsel will prepare the resolution for <br />submission to the Council on June 24, 1991. This date is <br />the deadline, by which, items for Council action must be <br />submitted for the appropriate Council committee to review <br />and recommend a decision to the full Council. <br /> <br />8.2 Council will decide on the sale during their July 3, 1991 <br />general meeting. At this point, the decision can be to <br />proceed with the sale, deny the sale or defer to a later <br />meeting. <br /> <br />8.3 Assuming the Council authorizes the sale, the notice and <br />negotiating process begins. <br />
