The Planning <br />Director, therefore, feels that the wording as proposed in Condition VA. is <br />adequate. This condition states, in part, the following: <br />".....completion of Road I will be secured by bond or other <br />security meeting the approval of the Planning Director to guarantee <br />that improvements will be completed by the deadline specified..." <br />C. Makalei Drive: Residents of Makalei Estates expressed concerns that <br />Makalei Drive will become a through -street if the Connector Road (Road <br />1) is not constructed in a timely manner. This will not be the case since <br />the original Condition X states that Makalei Street will not be open to the <br />public as a through -street until Road 1 is opened for public use. This <br />condition is not required to be amended. <br />Besides the amendments to the 20 -acre park and roadway conditions cited <br />above, the following conditions are proposed to be amended: <br />• Condition D - change in acreage from 725.2 to 695.282 acres to reflect the <br />approximately 29.92 acres from Project District to MCX-20. <br />• Condition G - change in acreage from 102 to 72.08 acres to reflect the <br />approximately 29.92 acres from Project District to MCX-20. <br />• Original Condition N - delete in entirety, in agreement with the applicant <br />that the timing of this condition will affect the sales absorption of the <br />commercial property. <br />• Original Condition Q - delete in entirety; as this condition is already <br />specified in Condition No. 7 of Docket No. A03-744 and Condition T of <br />Ordinance No. 06 105 requires an 800 -foot open space buffer from the <br />Queen Ka`ahumanu Highway. <br />• Original Condition S - applicant to develop a 20 -acre park prior to the <br />issuance of the 101" building permit for a single-family residence in the <br />project instead of the occupancy of the first residential unit. <br />• Original Condition V - roadways to be referenced as identified in the <br />General Plan and the Kona CDP Official Concurrency Map. Thus, Road 1 <br />refers to the new connector mauka-makai roadway through the project; <br />Road 2 is University Drive; Road 3 is Kamanu Street, Road 6 is the Ane <br />Keohokalole Highway, and Road 7 is the Kealakaa Street Extension. <br />• Condition CC.2 - reference to University Drive as Road 2. <br />• Condition NN - updated figures for Fair Share; Fair Share contribution to <br />be satisfied upon completion of Kamanu Street Extension, Ane <br />Keohokalole Highway, Kealakaa Street Extension, and Road 1. <br />
