Esaki <br /> Managing Director Deputy Director <br /> Gunfv af('71ttiVal'i <br /> DEPARTMENT OF PUBLIC WORKS <br /> Aupuni Center <br /> 101 Pauahi Street, Suite 7 Hilo, Hawaii 96720-4224 <br /> (808) 961-8321 Fax (808) 961-8630 <br /> www.co.hawaii.hi.us <br /> 1-) ZD <br /> August 25, 2009 r c <br /> <br /> HONORABLE CHAIRMAN J YOSHIMOTO <br /> AND MEMBERS OF THE HAWAII COUNTY COUNCIL <br /> HAWAII COUNTY COUNCIL ° <br /> HILO HI 96720 <br /> <br /> SUBJECT: TRAFFIC CODE AMENDMENT: <br /> SECTION 24-149 <br /> <br /> We request the Hawai'i County Code, Chapter 24, Article 7, Division 2 (Speed <br /> Regulations), Section 24-149 (Maximum speed limit) be amended by having the <br /> following inserted and the subsequent subsections renumbered appropriately: <br /> <br /> (1) TWENTY MILES PER HOUR. <br /> (A) IN ANY SCHOOL ZONE, THE BEGINNING OF WHICH IS <br /> DEMARCATED BY A SCHOOL SPEED LIMIT SIGN SUPPLEMENTED <br /> WITH A FLASHING SPEED LIMIT SIGN BEACON, AND THE END OF <br /> WHICH IS DEMARCATED BY AN END SCHOOL ZONE OR <br /> STANDARD SPEED LIMIT SIGN. <br /> <br /> The need for this amendment is based on an effort to enhance driver awareness of the <br /> Kealakehe Elementary school zone and to minimize risk to school children, we are <br /> modifying the traffic signage and school speed limit on Kealakehe Street fronting the <br /> school. The existing school zone speed limit is 25 MPH, the proposed speed limit is 20 <br /> MPH. These proposed modifications are intended to mitigate the increase in traffic due <br /> to the recent openings of Manawalea Street and Keanalehu Drive and consequential <br /> connection to Queen Kaahumanu Highway. <br /> This is the first of three traffic code amendments required for this effort to enhance <br /> driver awareness of the Kealakehe Elementary school zone. <br /> <br /> A location map is attached for your reference.
