No. 509/13111 140 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2°a Floor <br /> 333 Kilauea Ave. <br /> Hilo, Hawaii 96720 <br /> TIME: 1:40 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 509 and Bill 140, reports as follows: <br /> Bill 140, transmitted by Director of Public Works Warren H.W. Lee, via Communication <br /> No. 509, dated August 25, 2009, amends Chapter 24, article 7, division 2, section 24-149 <br /> (Maximum speed limit), of the Hawaii County Code 1983 (2005 Edition, as amended) by having <br /> the following inserted and the subsequent subsections renumbered appropriately: <br /> <br /> "(1) Twenty miles per hour. <br /> In any school zone, the beginning of which is demarcated by a <br /> school speed limit sign supplemented with a flashing speed limit <br /> sign beacon, and the end of which is demarcated by an end school <br /> zone or standard speed limit sign." <br /> There was no testimony from the public on this proposed bill. <br /> <br /> Traffic Division Chief Ron Thiel appeared before Your Committee. Mr. Thiel commented that this <br /> amendment's purpose is to reduce the speed limit in certain school zones to minimize risk to school <br /> children.
