<br />ATTACHMENT <br />Program Manager; SR-24 <br />Pos, No. <br /> <br />Minimum Qualification Requirements: <br /> <br />Traininq and Experience: A combination of education and experience <br />substantially equivalent to graduation from an accredited college or university with a <br />baccalaureate degree in public administration, business administration, or a field <br />pertinent to the department's programs and activities. Three (3) years of professional <br />experience that involved the conduct of studies and analyses of programs or projects <br />pertinent to that of the department's programs through active participation in the <br />planning, coordination, development, implementation, and/or evaluation process <br />which demonstrated the ability to identify information needs, collect and analyze <br />data, identify problems and alternative solutions, and to recommend an effective <br />course of action. <br /> <br />Knowledqe of: principles and methodology of program planning and <br />development; research and evaluation methods and techniques; report writing; <br />public relations; effective organization and staff utilization; knowledge and <br />understanding of department's programs and activities, operations, processes, goals <br />and objectives, issues and concerns, policies and procedures, regulations; related <br />state and federal laws and regulations pertinent to the department's program; <br />related state and federal agencies, community organizations and agencies, <br />resources~ and services that interact with and have an impact on the department's <br />programs and activities. <br /> <br />Abilitv to: plan, organize, coordinate, and implement activities for the <br />development of new or revised programs, policies and procedures; research, <br />analyze, evaluate, and interpret data, reports, and other complex materials, and <br />draft comprehensive reports of findings and conclusions; utilize problem solving <br />techniques in addressing problems, issues, and concerns, and recommend alternative <br />solutions; plan, assign, review, and evaluate work of others; organize and coordinate <br />operational activities; interpret and explain pertinent federal and state policies and <br />procedures, regulations, etc., to a variety of audiences; communicate clearly and <br />effectively, both orally and in writing; prepare clear and concise reports; develop and <br />maintain effective working relationships with others; and speak effectively before <br />groups. <br /> <br />Physical Requirements: <br /> <br />Persons seeking appointment to positions in this class must meet the health and <br />physical condition standards deemed necessary and proper to perform the essential <br />functions of the position with or without reasonable accommodations. <br /> <br />Phvsical Effort Grouping: Light <br /> <br />Jiawai 'i County is an 'Equa(Oyyortunity 'Proviaer ana'.E:my(oyer, <br />
