<br /> The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 6 <br /> Access to the project area will be from two locations: Hualalai Road to the north, <br /> and Paulehia Street located in the Pualani Estates Subdivision to the south. The primary <br /> access will be from Paulehia Street which will connect to the signalized intersection at the <br /> Queen Ka`ahumanu Highway and Puapuaanui Street in the Pualani Estates Subdivision. <br /> The project will include anorth-south connector road between the .project's primary <br /> access at Paulehia Street to Hualalai Road. <br /> The applicant has submitted a Traffic Impact Analysis Report (TIAR) conducted <br /> by Witcher Engineering, LLP dated April, 2009. In addition to the analysis of other <br /> intersections in the nearby vicinity, the TIAR examined the overall traffic impact of the <br /> proposed project, including the primary access road at Puapuaanui Street in the Pualani <br /> Estates Subdivision from the Queen Ka`ahumanu Highway and the secondary access road <br /> at Hualalai Road makai/east of its intersection with Hienaloli Road. The TIAR concluded <br /> that "the levels of service at the intersection of a) Puapuaanui Street and the Queen <br /> Ka`ahumanu Highway and 2) Hualalai Road and Hienaloli Road to be "A" or "B" during <br /> the AM and PM peak hours and thus `acceptable levels of service' in compliance with <br /> Concurrency Requirements for traffic impact analysis reports of the Hawaii County <br /> Code." <br /> Hualalai Road is a County collector street with an 18 to 20-foot wide pavement ~ <br /> with a variable right-of-way. The Department of Public Works (DPW) states, in <br /> summary: <br /> • Hualalai Road is substandard based on width, alignment and roadside hazard <br /> clearances. <br /> • The proposed connection to Hualalai Road should be master planned further <br /> mauka to serve both the subject property and adjoining Parce143 mauka of the <br /> site. <br /> • Realign the right-of-way property line along the entire subject property frontage of <br /> Hualalai Road to provide an alignment meeting with the approval of the DPW. <br /> The applicant states that future roadway connectivity to the adjacent west/makai Parce141 <br /> and eastlmauka Parce143 will be provided via roadway stub outs planned within the <br /> proposed project. <br /> All utilities and services are available to the site. County water is available to ' <br /> the project site. The Department of Water Supply states that the applicant is a member of <br /> the Waiaha System, LLC, which executed a Water Development Agreement with the <br /> Water Board to secure water commitments for the development.
