<br />I . <br /> <br />) <br /> <br />) <br /> <br />COUNTY ENVIRONMENTAL REPORT <br />COUNTY REZONING REQUEST - ML-20 to MCX-20 <br />and <br />SPECIAL MANAGEMENT AREA USE PERMIT <br />American Trading Co., Ltd. <br />WAIAKEA, SOUTH HILO, HAWAII <br />TAX MAP KEY: (3) 2-2-032: 024 <br /> <br />I. INTRODUCTION <br /> <br />The applicant, American Trading Co. Ltd., wishes to rezone the subject <br />site consisting of 1.2+ acres or 52,457 square feet from Limited Industrial <br />(ML-20) to Industrial-Commercial Mixed (MGX-20 in the City of Hilo, <br />Hawaii. At the same time, since the subject site falls within the County <br />Special Management Area ("SMA") boundary, a SMA Use Permit is being <br />sought for the contemplated improvements. The subject site is located on <br />the northeastern corner of Kuawa and Kalanikoa Streets, Waiakea, South <br />Hilo, Hawai'i, TMK: (3) 2-2-032: 024. Its street address is 313 Kuawa <br />Street. <br /> <br />If successful, the applicant plans to convert portions of the existing <br />warehouse structure into office and/or retail spaces. <br /> <br />II. PROJECT LOCATION <br /> <br />As noted earlier, the subject site consists of 52,457 square feet and is <br />identified by TMK: 2-2-032: 024. The site is located on the northeastern <br />corner Kuawa and Kalanikoa Streets. It is also on the same block as other <br />uses that front Kanoelehua Avenue. (Figures 1 & 2) <br /> <br />Adjacent to the subject site and up to Kanoelehua Avenue is a commercial <br />complex (Waiakea Plaza) that was recently rezoned into the MGX-20 <br />district. On the south side of Kuawa Street, there is a restauranUbar as <br />well as commercial building which house a variety of commercial uses. <br />On the north side of the subject site is a car dealership. There are other <br />commercial/industrial uses within 300 feet of the subject site that include <br />warehouses, offices, restaurants, and a retail store. <br /> <br />III. PROJECT DESCRIPTION <br /> <br />A. Project Concept and Components <br /> <br />There are currently two structures on the subject site.
