If <br />the Industrial-Commercial Mixed (MGX-20) request were approved, <br />the site would be developed into a mixture of office and retail uses, <br />rather than predominantly warehouse use. For the use conversion, <br />all requirements of the appropriate land use and development <br />codes such as parking, landscaping, fire, ADA, and the like would <br />be complied with during the subsequent permitting phases of this <br />project. <br /> <br />G. Special Management Area ("SMA") <br /> <br />The site is situated within the County SMA district. As such, while <br />the contemplated improvements and associated uses may be <br />considered exempt from the definition of "development" and hence <br />any Major or Minor SMA permit, this request is being filed to <br />eliminate the need for such action in the future. A discussion of this <br />project's relationship to the SMA policies and objectives are found <br />in Chapter IX of this report. <br /> <br />H. Other Permitting Considerations <br /> <br />Other construction-related permits may still be required. If required, <br />these would be of the "ministerial" variety, such as Plan Approval, <br />building permit, driveway permit, and health clearances. <br /> <br />v. ENVIRONMENTAL CONSIDERATIONS <br /> <br />A. General Description <br /> <br />The 52,457 square foot site has a rectangular shape. Its width is <br />260+ feet while its depth is about 201 feet. There are two <br />structures on this fairly level site. The larger one, consisting of <br />21,989 square feet, is presently being used as a warehouse, <br />church, and office. The other one, consisting of 500+ square feet, <br />was formerly used for painting and is presently vacant. <br /> <br />There are also paved parking surrounding these structures. <br />Landscaping, primarily azalea plants, form the boundary along <br />Kalanikoa Street. <br /> <br />B. Climate, Soil and Topography <br /> <br />According to the State Commission on Water Resource <br />Management, the nearest rain gauge in this area is the Hilo Airport. <br /> <br />4 <br />
