<br />COUNTY ENVIRONMENTAL REPORT <br />COUNTY REZONING REQUEST (A-5a to FA-2a) <br />AMENDMENT TO SPECIAL PERMIT NO. 842 <br />HAWAII BREWERY DEVELOPMENT CO. INC. <br />KEAAU, PUNA, HAWArI <br />TAX MAP KEY: (3) 1-6-141: 024 <br /> <br />I. INTRODUCTION <br /> <br />Hawaii Brewery Development Co. Inc. (hereinafter referred to as either <br />"applicant" or "HBDe') applied for and received a Special Permit (SPP <br />842) by the Planning Commission on May 27,1993 to establish a brewery, <br />water, and soft drink bottling facility and related improvements on 14.5+ <br />acres of land. (Exhibit A) Subsequently, a water bottling facility was <br />established on 7+ acres of the original acreage. <br /> <br />Because 'the brewery and soft drink bottling components were not <br />completed, HBDC requested and in a letter, dated December 16; 2003, <br />received a 5-year time extension from the Planning Commission. (Exhibit <br />B) In a letter, dated April 18, 2006, Final Plan Approval was secured for <br />the brewery component from the Planning Director. (Exhibits C and C-1) <br />As will be explained below, neither the brewery nor the soft drink facility <br />has been built as of this date, and as such, another 5-year extension is <br />being requested herein. <br /> <br />The original parcel was also the subject of a rezoning action from A-20a to <br />A-Sa (Ord. No. 0421) that became effective on February 25; 2004. <br />(Exhibit D) This was to enable HBDC to subdivide the water bottling <br />facility from the site of the proposed brewery and other components of this <br />project. HBDC then applied for a 2-lot subdivision, which was <br />subsequently approved by the Planning Director on January 11, 2005. <br />(Exhibit E) <br /> <br />HBDC still wants to proceed with the brewery and soft drink bottling <br />facility. As such, it is seeking this 5-year time extension. Furthermore, the <br />7.8+ acre area is too large for proposed brewery and soft drink bottling <br />facility. HBDC thus wants to have this area subdivided into three lots so <br />that various components of this project could be on each of those lots. In <br />so doing, there would be the potential of having different operators for the <br />brewery and soft drink facility. It should be noted that there is a possibility <br />that the brewery would be split into two components. One would involve a <br />micro-brewery (beer) and the other could possibly be a distilled brewery <br />such as shochu. <br /> <br />1 <br />
