<br />II. PROJECT LOCATION <br /> <br />The subject area is located generally east of the Volcano Highway and <br />(Highway 11) and north of the Keaau-Pahoa Bypass Road (Highway 130). <br />The town of Keaau is located approximately 1 mile to the south. (Figure 1) <br />Surrounding land uses include a papaya packing plant, the former Keaau <br />Kim Chee factory, a cabinet shop, and scattered residences. There is a <br />property less than 1,000 feet from the subject area that was rezoned to <br />FA-1a. <br /> <br />III. PROPERTY HISTORY <br /> <br />The subject property was originally part of two lots identified by TMK: 1-6- <br />141: 2 and Portion of 1). One of the conditions of the Special Permit <br />required the 14.5-acre area to be consolidated and resubdivided prior to <br />receipt of Final Plan Approval. This was accomplished in 1995, and <br />subsequently, a new tax map key number (TMK: 1-6-141: 001) was <br />assigned to the subject property. <br /> <br />After the water bottling company was established, parcel 001 was then <br />rezoned from A-20a to A-5a and then subdivided so that the bottling plant <br />could be on one lot and the planned brewery and other components on <br />the other. Today, the bottling plant is on parcel 001, while the parcel <br />affecting the planned brewery and related facilities and this application is <br />parcel 024. (Figure 2) <br /> <br />The Special Permit also allowed the establishment of a brewery and soft <br />drink bottling facility, including a visitor center. Condition 5 also required <br />construction of the facility within five (5) years (Le., June 1998). A time <br />extension was granted to December 13, 2008. This component has not <br />been developed, and inasmuch as the applicant intends to develop the <br />remaining components of the approved permit, another 5-year time <br />extension is being sought. <br /> <br />IV. PROJECT DESCRIPTION <br /> <br />A. Proiect Concept and Components <br /> <br />As noted above, the applicant would like to either develop or lease <br />a portion of the subject site for a micro-brewery and visitor center, <br />distilled brewery like shochu, and soft drink bottling plant as <br />originally envisioned by the Special Permit. To increase the <br />potential of having different operators for these functions, the <br />applicant would like to have the property subdivided into three lots. <br />By being able to sell or lease a portion of the 7+ acre site, it would <br /> <br />2 <br />
