<br />E. Relationship to SMA Obiectives and Policies <br /> <br />The site is not located within the County Special Management Area <br />(SMA). As such, no SMA Use Permit would be required. However, <br />as the entire island falls within the State Coastal lone Management <br />(ClM) Area, some discussion of the request's relationship to the <br />elM Program follows. <br /> <br />The site is not adjacent to the ocean. It is more than 3 miles from <br />the shoreline. As such, the proposed action should not have any <br />adverse impacts on the area's coastal recreational and marine <br />resources nor have any impacts on beach protection. <br /> <br />The likelihood of this improvement having any impacts to the area's <br />historic resources is not likely. The site has been extensively <br />cleared, as it was used formerly for sugar cane and later as a <br />cattle-holding pen. A good portion of the site has also been <br />developed with structures and other improvements. <br /> <br />Nonetheless, should there be any inadvertent finds during <br />construction of this project, work will stop until clearances are <br />received from the appropriate County and State agencies. <br /> <br />The proposed action will involve the construction of improvements <br />in a rural/urban setting. Accordingly, there is a potential visual <br />impact to the area's scenic and open space resources from the <br />Volcano Highway and Keaau By Pass. However, relative to the <br />height of the proposed brewery and other structures, they would be <br />comparable to a residential dwelling (Le., less than 35 feet tall). As <br />the proposed lots are large (2+ acres), the visual obstruction, if any, <br />should be minimal. At the same time, beyond the site, the view is <br />relatively flat with no direct ocean or mountain views. Thus any <br />visual impact to the near or off shore waters as well as to slopes of <br />Mauna Kea or Mauna Loa would be absent. <br /> <br />Relative to the Coastal Ecosystems, impacts should be negligible, <br />if at all, as the site is located well over 3 miles from the ocean. <br />Notwithstanding the distance, the nature of the project and the <br />construction of septic wastewater systems are such that potential <br />coastal ecosystem impacts would usually not be found. <br /> <br />Although the proposed action will not result in creating more active <br />agricultural use of the land, it will still have economic use. The <br />existing water bottling plant and soon to be developed micro- <br />brewery and other planned components of this project will provide <br /> <br />5 <br />
