As such, there will be economic <br />uses of the property. <br /> <br />Because of its distance from the shoreline, the site should not be <br />subject to coastal hazards. <br /> <br />Relative to the managing development objective, this function is <br />more applicable to the "authority" or approving agencies. However, <br />it is noted that the request would operate and be constructed within <br />the scope of the Zoning Code. The subject site would be zoned <br />FA-5a, and the requested use through the Special Permit and <br />design/parameters (parking, height, setback, etc.) would be <br />consistent with said zoning. In that regard, the project would be <br />consistent with this policy. <br /> <br />Finally, in terms of the public participation objective, this is <br />generally a public agency function. This is achieved through the <br />Marine and Coastal Zone Management Advisory Group <br />(MACZMAG) and the public hearing process required pursuant to <br />the Planning Commission's Rules and County Council's meetings <br />on this application. Notices of this application will be sent by the <br />applicant to surrounding property owners of the submittal of the <br />application, and again, prior to the public hearing. <br /> <br />Based on the foregoing, it is concluded that the requested <br />improvements would be consistent with the objectives, policies and <br />guidelines of the Coastal Zone Management Policies, as outlined in <br />Chapter 205-A-23, HRS and Planning Commission Rule No. 9 <br />relating to Special Management Area. <br /> <br />F. Other Permittina Requirements <br /> <br />As noted earlier, other permits would still be required. These would <br />be of the "ministerial" variety, such as Subdivision Approval, Plan <br />Approval, building permits, possible Underground Injection Control <br />(UIC) permit, and the like. . <br /> <br />VI. ENVIRONMENTAL CONSIDERATIONS <br /> <br />A. General Description <br /> <br />The subject parcel is located on the east side of the island of <br />Hawai'i, approximately 3 miles from the ocean.
