C. ACTIVITIES TO BE UNDERTAKEN <br />1. DESCRIPTION OF CDBG PROJECTS <br />The County of Hawaii has been informed by HUD.that:the <br />County's total 1998 CDBG allocation is $2,156,000. The <br />County also anticipates an additional $8,500 of program <br />income from the Downtown Improvement Association <br />Exterior Rehabilitation Loan program, for a total of <br />$2,164,500 of available CDBG monies. <br />To meet its CDBG program objectives and priorities, the <br />following projects are included in the 1998 Action <br />Plan. <br />__. _..._ <br />1998 CDBG Projects _ .AMoun <br />East Hawaii Mobile Health Care <br />$ 264,500 <br />- Van Purchase <br />Residential Rehabilitation Loan Program $ 500,000 <br />Police Detention Facility - Plans• & Design. $ 300,000 _ <br />Na'alehu Community Center - Rehabilitation $ 220,000 <br />Pahala Fire Station —Apparatus/multi- $ 210,000 <br />Purpose Facility`- Construction <br />Hamakua Health Center - Vehicle Purchase $ 20,000 <br />Wailuku River Park - Plans & Construction $ 250,000 <br />Administration, Planning & Fair Housing S 400,000 <br />Total .$2,164,500 <br />Based on the approved 1998 CDBG funds, the County <br />estimates that 86% or $ 1,861,470 of the 1998 CDBG <br />grant funds will benefit low and moderate income <br />persons in accordance with CDBG regulations. <br />In order to comply with the CDBG rule (24 CFR 570.902) <br />to expend CDBG funds in a timely manner, the County <br />will comply with 24 CFR 570.200(h)(1) Reimbursement of <br />Pre -award cost and.utilize County funds -to pay for <br />project environmental assessments, preliminary project <br />design and other eligible pre -award costs. Once the. <br />1998 Action Plan has been approved by HUD, the County <br />will request for reimbursement from the CDBG funds. <br />
