To prepare for the 1998 ESG program the County <br />requested project proposals and will submit the <br />following list of 'shelters to the State's Hawaii <br />Housing Authority.for operating costs: <br />1998 ESG Shelters/Programs Amount <br />Kawaihae Transitional and Emergency Shelter $ 25,000 <br />Operations <br />West Hawaii Family Crisis Shelter $ 30,000 <br />- Van Purchase <br />Hilo Ohana Spouse Abuse,Shelter.- Operations S 6.413 <br />Total $ 61,413. <br />The ESG funds allocated for.the Hilo Ohana Spouse Abuse <br />Shelter - Operations may change to accommodate the <br />actual amount of ESG funds received by the County from <br />the State. <br />4. DESCRIPTION OF HOUSING OPPORTUNITIES FOR PERSONS WITH <br />AIDS PROJECTS <br />.The HOPWA funds will be managed and distributed by the, <br />State of Hawaii. <br />D. GEOGRAPHIC DISTRIBUTION <br />.1. DESCRIPTION OF THE GEOGRAPHIC AREAS, GIVING RATIONALE <br />FOR ALLOCATING FUNDS <br />The County does not allocate funds based on geographic <br />areas. The CDBG, HOME and ESG funds are allocated <br />through a RFP process which rank and rate projects for <br />program eligibility, need and meeting the County and <br />State priorities. <br />E. HOMELESS AND OTHER -SPECIAL NEEDS.
