ESG PRIORITY 1: To address the shelter needs <br />of homeless persons by providing emergency <br />shelter and/or transitional housing. <br />ESG PRIORITY 2: To help low-income families <br />and individuals avoid becoming homeless; to <br />reach out to homeless persons and assessing <br />their individual needs; and to help homeless <br />persons make the transition to permanent <br />housing and independent living. <br />d. HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS <br />(HOPWA) PROGRAM: <br />HOPWA grants are provided by formula allocation to <br />eligible States and qualifying areas with at least <br />1,500 reported cases of AIDS and through national <br />competition of projects proposed by State and <br />local governments and non -profits organizations. <br />The purpose of the HOPWA program is to provide <br />States with.the resources and incentives to devise <br />long-term comprehensive strategies for meeting the <br />housing needs of low-income persons with HIV/AIDS <br />and their families and prevent homelessness. <br />Eligible applicants may use HOPWA funds to provide <br />a range of housing assistance and supportive <br />services, including facilities and community <br />residences, rental assistance, short-term payments <br />to prevent homelessness, technical assistance <br />supportive services and other,activities. <br />The State's Hawaii Housing Authority (HHA) <br />administers the HOPWA funds and has targeted <br />seventy percent (70%) of the funds for rental <br />assistance housing programs for persons with <br />HIV/AIDS with the remaining thirty percent (30%) <br />distributed through a Request for Proposal <br />.:.process <br />V 5 98 Consol/3-9-98 <br />
