C®UNTY ®F FIAWAI`I <br />RESOLUTION NO. <br />S'I'A'I'E ®F I~AWAI`I <br />~~~ 9.0 <br />A RESOLUTION SUPPORTING AND ENCOURAGING THE EXPEDITIOUS <br />COMPLETION OF WATER, SEWER, AND SOLID WASTE INFRASTRUCTURE <br />PROJECTS IN NORTH KONA. <br />WHEREAS, the Kona Community Development Plan, adopted by Ordinance <br />No. 08-131 on September 25, 2008, solicited the input of the people of Kona to plan for the <br />future of the region; and <br />WHEREAS, the Kona Community Development Plan identified the lands of Keahuolu, <br />Kealakehe, and Honokohau as preferred locations for the future growth of Kona; and <br />WHEREAS, the Kona Community Development Plan calls for the County to support <br />development of communities and services in the region; and <br />WHEREAS, the construction of the West Hawaii Civic Center, the Kealakehe Regional <br />Park, and the Laiopua Community Center are imminent; and <br />WHEREAS, the Villages of Laiopua, the Honokohau Village Transit Oriented <br />Development, and the Hawaii Housing Finance and Development Corporation /Forest City <br />Affordable Community will create over 4,000 affordable and marketable homes in the region; <br />and <br />WHEREAS, these large development projects will result in the need for significant <br />improvements to the water, sewer, and solid waste infrastructure serving the lands of Keahuolu <br />and Kealakehe; and <br />WHEREAS, the Department of Environmental Management has two planned <br />improvement projects for the Kealakehe Waste Water Treatment Plant (WWTP), the estimated <br />costs of which are approximately $4,600,000 and $6,450,000; and <br />WHEREAS, the Kealakehe WWTP currently discharges over one million gallons-a-day <br />of R-3 water (undisinfected secondary recycled water) into a pond in Kealakehe, mauka of <br />Queen Ka`ahumanu Highway; and <br />WHEREAS, additional improvements to the water treatment to R-1 standards would <br />enable reclamation and the reuse of over one million gallons-a-day in the region; and <br />WHEREAS, upgrades to the Kealakehe WWTP may simultaneously improve capacity <br />for development, reduce operation costs to the County, increase the availability of irrigation <br />water in the region, and reduce the use of potable water for irrigation; and <br />
