REQUEST: <br />Ordinance to receive a $250,000 grant from the United States Department of Agriculture (USDA), Natural <br />Resources Conservation Service (NRCS) through Agreement for Services No. 65- 9251- 10- 848.for the <br />design of the Wailuku - Alenaio Watershed Kaumana Drive Flood Protection Project. <br />Appropriate $350,000 from County funds to replace a culvert on Wilder Road and a FEMA Conditional Letter <br />of Map Revision (CLOMR) for the entire project. NRCS considers this work to be neligible for federal funds. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The county received a $191,000 NRCS grant at the end of the 08 -09 federal fiscal year to partially fund <br />design work. Becasue there was not enough design money allocated during the 08 -09 federal fiscal year, <br />NRCS is now providing a $250,000 grant from their 09 -10 budget to complete the design work. <br />Because of federal funding limitations, construction funds will also be received in two phases. <br />The USDA NRCS will provide over -sight for this work. In the past, design work was performed entirely by <br />the NRCS. However, because of limited resources, they can no longer provide this service and instead is <br />providing grant money to dto the County of Hawaii to design and construct the project. <br />County funding is also needed as the NRCS will not fund the design or replacement of the undersized <br />culvert on Wilder Road that is causing flooding on Kaumana Drive as it is not in the Wailuku- Alenaio <br />Watershed. Also, even though this project will change affected FEMA floodplains, the NRCS will not fund a <br />FEMA CLOMR or any other work that would officially change our Flood Insurance Rate Maps. <br />SIGNED: <br />4 <br />d epartment Head <br />DATE: <br />312110 <br />
