According to the <br /> applicant. duc to the property's close proximity to urban areas it is not likely to have <br /> endangered faunal species but rather feral cats, rats and mongoose likely utilize the area. <br /> 15. ArchaeologicaLfCulturallllistorical Resources: No archaeological inventory survey <br /> was prepared, as the property was previously used for sugar cane. Similarly, no valued <br /> cultural or historical resources exist on the site and no traditional and customary native <br /> Hawaiian rights are exercised on the site. By letter dated April 1, 2009, the DLNR State <br /> Historic Preservation Division determined that no historic properties will be affected <br /> because previous grubbing has altered the land. <br /> 16. Scenic Resources: The General Plan identifies the viewpoint on the hilltop overlooking <br /> Ililo Bay in the vicinity of the subject property as a site of natural beauty. Due to the <br /> topography of the property, the proposed structure could be designed and constructed <br /> without significantly reducing the scenic views of Hilo Bay. <br /> 17. Public Access: 'i'here is no public access to the mountains or the shoreline that traverses <br /> the property. <br /> 18. 'Traffic: The proposed project (30,000 sq ft office building) is estimated to generate <br /> approximately 47 peak hour trips based on the Institute of Transportation Engineers, <br /> "trip Generation Handbook ". <br /> UTILITIES AND SERVICES <br /> 19. Access: The property has two legal access easements; a 30 -foot wide road and utility <br /> easement identified as "RU -8" at Ponahawai Street which is shared with parcel 21 and a <br /> 15 -foot wide road and utility easement from Komohana Street identified as "RU 9" <br /> which is shared with parcel 22. Ponahawai Street and Komohana.Street are both County <br /> roadways with a right-of-way width of 60 feet. The applicant intends to utilize the <br /> Ponahawai Street access as their primary access to the property. This access aligns with <br /> the Ka Waena Lapaau medical complex access located across Ponahawai Street. A 10- <br /> foot wide no vehicular access planting screen easement runs along the east side of <br /> Komohana Street. <br /> 20. Water: County water is available from an existing 8 -inch waterline within Ponahawai <br /> -3- <br />
