Similarly, no valued <br /> cultural or historical resources exist on the site and no traditional and customary native <br /> • Hawaiian rights are exercised on the site. By letter dated April 1, 2009, the DI.NR State <br /> Historic Preservation Division determined that no historic properties will be affected <br /> because previous grubbing has altered the land. <br /> 16. Scenic Resources: The General Plan identifies the viewpoint on the hilltop overlooking <br /> Ililo Bay in the vicinity of the subject property as a site of natural beauty. Due to the <br /> topography of the property, the proposed structure could he designed and constructed <br /> without significantly reducing the scenic views of Hilo Bay. <br /> 17. Public Access: There is no public access to the mountains or the shoreline that traverses <br /> the property. <br /> 18. Traffic: The proposed project (30,000 sq ft office building) is estimated to generate <br /> approximately 47 peak hour trips based on the Institute of Transportation Engineers, <br /> "Trip Generation I ". <br /> UTILITIES AND SERVICES - <br /> 19. Access: The property has a 45 -foot wide access from Ponahawai Street, which is a <br /> County roadway with a 24 -foot pavement width in good condition within a 60 foot wide <br /> right -of -way. <br /> 20. Water: County water is available from existing 8 -inch and 6 -inch waterlines within <br /> Ponahawai Street. There is an existing 1 -inch service lateral to the property, capable of <br /> accommodating a 5/8 -inch meter, which is limited to a maximum daily usage of 600 <br /> gallons. These existing waterlines arc not capable of providing the required 2,000 gallon <br /> per minute of water flow for fire protection. <br /> 21. Wastewater: There is currently no municipal sewer in the area. The property is located <br /> in a Critical Wastewater Disposal Area which is an area where the disposal of wastewater <br /> has or may cause adverse effects on human health or the environment due to existing <br /> hydrogeological conditions. All lots within this designated area are subject to the use of a <br /> septic tank system approved by the Department of Health. <br /> -3- <br />
