Subject Property: The property is a flag lot with an approximately 425 -foot long, 45- <br /> foot wide pole portion that extends from Ponahawai Street to the main portion of the <br /> property. Except for its access, the property does not have frontage along Ponahawai <br /> • Street. The Alenaio drainage chaumel runs along the southern boundary of the property. <br /> An 80 -foot wide drainage easement crosses the middle of the property. The property is <br /> currently vacant but was formerly planted in sugar cane. <br /> 9. Surrounding Land Uses /Zoning: The nearest residences are located south of the <br /> property beyond the Alenaio drainage channel, in the Hilo Town Lots subdivision which <br /> is zoned RS -7.5. Several of the nearby properties to the north, between Ponahawai Street <br /> and the subject property, have been rezoned within the past three years from A -la to RM- <br /> 4, RM -5.5 and CN -20, and are mainly vacant except for a 4 -plex apartment building and <br /> a single- thmily dwelling. Vacant lands to the east and west are zoned A -1 a; however the <br /> adjacent landowners (TMK 2- 3- 37:06; Gillie and Jane Silva) to the west have recently <br /> submitted an application for a change of zone from A-la to CN -20. <br /> 10. U.S.D.A. Soil Type: HOD, Hilo silty clay loam, 10 to 20 percent slopes. Runoff is <br /> medium and the erosion hazard is slight to moderate. This soil type was used for <br /> sugarcane. <br /> 11. ALISH: Existing Urban Development. <br /> 12. Land Study Bureau's Productivity Rating: Unclassified. <br /> 13. FIRM: Portions of the property are located in the "AE" and "A" flood zones, which are <br /> special flood hazard areas inundated by the 100 -year flood. In the "AE" flood zone, <br /> which is the location of the Alenaio drainage channel, base flood elevations have been <br /> determined. • <br /> 14. Flora /Fauna Resources: No professional floral or faunal survey was prepared, as the <br /> property is an abandoned sugar cane cultivation area and has been recently grubbed. <br /> Vegetation on the property consists of California and Wainaku grass, gunpowder tree, <br /> African tulip tree and guava. None of these species are endangered. According to the <br /> applicant, due to the property's close proximity to urban areas it is not likely to have <br /> endangered faunal species hut rather feral cats, rats and mongoose likely utilize the area. <br /> • <br />
