Background Report and Environmental Report <br /> For The <br /> Application for a Rezoning Request (A -la to CN -20) <br /> TMK 2 -3 -37:14 <br /> Ponahawai, South Hilo <br /> 1. INTRODUCTION <br /> The applicants, William and Glynnis Dolan, are the owners of the subject parcel that <br /> constitute this zoning application. The lot is located within the Ka Palani Kula <br /> Subdivision originally located at the southeastern corner of the intersection of Komohana <br /> Street and Ponahawai Street. The parcel is approximately three acres in size. The <br /> applicants would like to rezone their property from Agricultural -1 acre to Commercial <br /> Neighborhood -20. The Dolans, owners of TMK 2 -3- 037:014, would like to construct an <br /> office building on the subject parcel. <br /> II. PROJECT LOCATION <br /> Parcel TMK 2 -3 -37:14 (hereinafter referred to as the subject parcel) is a flag lot. It's pole <br /> portion exits onto Ponahawai Street nearly 700 feet east of the intersection of Ponahawai <br /> and Komohana Street. The pole extends 425 feet to the south from Ponahawai to the <br /> bulk of the 3.258 acre lot (see site plan and location map) <br /> 111. PROJECT DESCRIPTION. <br /> a. Project concept: This applicant would like to develop an office structure <br /> approximately 30,000 square feet in size. The project is still in its very <br /> conceptual stage. The applicants currently operate their accounting firm <br /> in a structure off of Railroad Avenue in Hilo, which is leased from the <br /> State of Hawaii. They may consider moving to the project location, <br /> • however the project is also an investment opportunity as a long -term <br /> income generator. They may possibly construct another office building in <br /> the future. Access to the complex would be via the pole portion of the <br /> parcel, exiting off of Ponahawai Street, which is 45 feet wide. <br /> b. Timetable: The applicants would like to begin work and develop more <br /> 'detailed plans and cost estimates as soon as the rezoning request is • <br /> approved and additional infrastructure requirements are established <br /> through the rezoning ordinance. The project is expected to cost <br /> approximately $2,000,000. Private financing will be procured. <br /> c. Parking: Parking stalls and internal circulation will be provided on site as <br /> will be required through the zoning and other code requirements, especially <br /> as the stall requirements will be dependant on specific commercial uses. <br />
